Interrogé avant-hier devant le Sénat, Obama a avoué que son gouvernement a dépensé 25 milliards de dollars, “avant et après la révolution égyptienne, pour que les Frères musulmans prennent le pouvoir. Notamment dans les élections législatives et présidentielles”.
Obama a ajouté : ” Nous avons également soutenu les salafistes, mais moins que les Frères musulmans, qui étaient si désireux d’arriver au pouvoir qu’ils nous ont proposé de travailler pour nos intérêts et ceux d’Israël”.
En réponse à l’une des questions, il a indiqué que”les relations des Frères musulmans étaient très forte avec le Hamas et les mouvements extrémistes dans le Sinaï. Ils ont ainsi fait baisser les attaques contre Israël. Mohamed Morsi nous a été très rapidement d’un grand service dans la crise en Syrie lorsqu’il a rompu ses relations avec ce pays et qu’il a encourage les Egyptiens à faire le djihad contre la Syrie”.
Lorsque le Sénateur lui a dit que cette politique s’avère être un échec puisque le pouvoir des Frères musulmans s’est écroulé et sur quelles données il s’est basé pour prendre de tels risques, Obama a répondu qu’il s’est fondé sur des rapports de renseignement et sur les analyses de Madame Patterson (ambassadeur des USA en Egypte), qui nous a convaincu que l’Egypte était définitivement sous le pouvoir des Frères musulmans”."

... but futile gesticulation!

Acting for the sake of acting, is nothing but futile gesticulation. The opposition as well as the rest of the society has NOTHING to offer as alternatives, making its pseudo moves inconclusive. Most dangerously, they even drain people's energy and hope! Thus, any action has to be pushed forward via viable alternatives, catapulting thus the proposals forward, and creating a virtuous circle! Are we, is anybody out-there investing the needed intellect and energy to do so? NO! Or am I missing something? ... i.e., I'm pretty sure the latest Egyptian event didn't come from nowhere as our actions usually do, but preparation towards collectively willed impacts were the main movers!

1. (SBU) Summary:  In a November 20 meeting, the Public 
Affairs Officer (PAO) raised with Dr. Jelel Ezzine (the new 
Director of International Cooperation at the Ministry of 
Higher Education (MOHE)) the problems with the operation of 
the Fulbright program in Tunisia.  Ezzine suggested that the 
long-term solution to Fulbright issues lay in creating a 
larger framework for educational cooperation between the 
United States and Tunisia.  While permission for four 
pre-doctoral Fulbrighters to continue their research 
in-country may be forthcoming, the Tunisians may subordinate 
the issue of resolving inconvenient deadlines for submitting 
doctoral research proposals to a larger discussion of 
educational goals.  End summary. 
 
2. (SBU) The Public Affairs Officer met on November 20 with 
Dr. Jelel Ezzine, the new Director of International 
Cooperation at the Ministry of Higher Education (who is, 
effectively, the Minister,s chief-of-staff), and raised the 
problems we have had with the operation of the Fulbright 
program in Tunisia. The most pressing issue is the lack of 
approval for four doctoral fellows to begin their research in 
January.  A second problem is the unrealistic deadlines 
routinely imposed by the Ministry on submitting Fulbright 
doctoral research proposals for approval by the doctoral 
commissions at Tunisian universities where the researchers 
will be affiliated. 
 
3. (SBU) Dr. Ezzine said that he valued the exchange of 
scholars and saw educational exchange as an important part of 
the cooperation between our countries, but drew a distinction 
between what he felt were "serious" projects (science, 
technology, and engineering research done by post-doctoral 
fellows) that accorded with Tunisia,s overall development 
plan on the one hand, and projects which were "peripheral" to 
it (i.e., doctoral dissertation topics in the humanities) on 
the other.  The PAO pointed out that doctoral dissertation 
researchers in such areas as engineering were not likely to 
do research in Tunisia but would probably stay in the United 
States.  Instead, he urged Ezzine to view doctoral 
dissertation researchers in the social sciences and 
humanities as people who would return to teach a new 
generation of American university students and would be more 
inclined to communicate a positive picture of his country and 
greater understanding of the issues in the Middle East. 
Ezzine seemed to be eager to move on from this argument and 
reiterated that he would like Fulbright issues to be 
considered within a larger higher educational "framework" 
between the two countries. 
 
4. (SBU) Although Ezzine did not share our sense of urgency 
over resolving the chronic problem of deadlines for 
submitting research proposals, his general attitude seemed 
very positive toward the United States and the Obama 
administration.  He mentioned that he had studied in the 
United States for nine years and had a PhD in engineering 
from Georgia Tech.  He praised President Obama's June 4 Cairo 
speech highly and indicated that the purpose of the meeting 
with the PAO was to see what concrete proposals we were 
willing to come up with to flesh out the offers the President 
had made to the Arab/Muslim world in the educational and 
science/technology fields.  He remarked repeatedly that 
cooperation in higher education was sought-after but that it 
should serve both countries' priorities.  Among possible 
subjects that he felt such a framework might include were: 
English-language teaching, energy and green technology, 
engineering, management and public administration, and pure 
scientific research. 
 
5. (SBU) Comment:  Our sense from the meeting is that there 
is reason to hope that approval for four graduate students to 
study at Tunisian institutions of higher learning, a 
precondition for them to continue their doctoral research in 
Tunisia, may be forthcoming soon.  Ezzine accepted a list 
with the scholars, names and said he would look into the 
matter.  The long-term problem of unrealistically early 
deadlines is not likely to be resolved soon.  The 
Ambassador,s appointment with the Minister of Higher 
Education, Lazhar Bououni, on November 25 may provide a 
better sense of how the MOHE wishes to proceed on the larger 
issue of educational cooperation.  End comment.

بسم الله الرحمان الرحيم و الصلاة و السلام على أشرف المرسلين.

يحتوي هذا الرد على الأجزاء التالية: (1) تقديم مقتضب حول منهجية العمل داخل الإدارة العامة للتعاون الدولي, (2) توضيح حول وقائع الإعفاء من الخطة الوظيفية, (3) تعقيب على المؤاخذات المقدمة لتبرير الإعفاء من الخطة الوظيفية, (4) ملاحظات حول ظروف العمل داخل الوزارة, (5) مؤاخذاتي حول التقرير و مطالبي.
1.    تقديم مقتضب حول منهجية العمل داخل الإدارة العامة للتعاون الدولي:
1.1 تقديم الادارة العامة للتعاون الدولي
مشمولات الإدارة العامة للتعاون الدولي ذات طابع أفقي بامتياز إذ أنها تضطلع بتنظيم علاقات التعاون و متابعتها و التنسيق بين كل مصالح الوزارة و مؤسساتها و التي ترجع إليها مسؤولية التنفيذ في قطاعي التعليم العالي و البحث العلمي. بالتوازي تنفرد الإدارة العامة للتعاون الدولي بالاتصالات و المفاوضات اللازمة مع الدول و المنظمات الإقليمية و الدولية عن طريق القنوات الدبلوماسية الرسمية مما يبوئها مرتبة متميزة في الوزارة.
في هذا الإطار و بالنّظر إلى مـا توليه تونس من أهميّة في الفترة الانتقالية الراهنة للمجالات المرتبطة بالتنمية الاقتصادية والاجتماعية وخاصّة منها الميادين والبرامج المتعلقة بالتعليم العـالي والبحث العلمي بادرت الإدارة العامة و لأول مرة بصياغة سياسات عصرية تستجيب للتحديات و الرهانات التنموية الوطنية و وضع منهجية عمل ملائمة لتفعيل برامج التعاون الجارية و لإرساء شراكات جديدة في مجالي التعليم العالي والبحث العلمي خاصّة التكنولوجيات المتطوّرة والتجديد تقوم على المحاور الثلاث التالية:
أ‌.     تنمية الكفاءات:
  - دفع التعاون بين الجامعات والمؤسّسات البحثية التونسيّة ونظيراتها الأجنبيّة بما فيه تبادل الأساتذة وطلبة الدكتوراه،
- تبادل الخبرات في مجالي الجودة والاعتماد في قطاع التعليم العالي والبحث العلمي والتكنولوجيا،
- تعزيز التعاون في جانبيه المادي والمعنوي بين الباحثين عن طريق برامج تعاون بحثية بين الجامعات ومراكز البحوث.
ب‌.     البحث التنموي:
-           تبادل الخبرات لإنجاز برامج بحث وتطويرR&D مشتركة متعدّدة الاختصاصات تنصهر ضمن الأولويّات الوطنية،
-    تثمين نتائج البحث وخاصّة المطبّقة منها والعمل على استغلالها لبعث مؤسّسات مجدّدة في المجالات الواعدة لاستيعاب حاملي الشهادات العليا وخلق مواطن شغل وخاصّة في المجالات ذات التقانة العالية،
-    معاضدة الأقطاب التكنولوجية كحلقة وصل بين مجالات البحوث التنمويّة ذات الأولويّة وبين محيطها بمختلف أنسجته وكآلية نموّ اقتصادي جهوي تعمل على نقل التكنولوجيات المتقدّمة وتركيزها.
ج‌.      إدارة منظومة البحث والتجديد:
-   توثيق الصلة بين المؤسّسات والوكالات المختصّة في تونس والبلدان الأجنبيّة المتطورة في مجـالات الدراسات الاستشرافية Foresight وخرائط الطريق التكنولوجية (Technology Road Maps) وتحديد الأولويّات الوطنيّة الدقيقة،
-   مزيد تطوير الكفاءات في مجالات استراتيجيات البحث والتكنولوجيا وإدارتهما اعتمادا على حاجيات منظومة التجديد الوطنيّة،
-       إرساء شراكة في ميدان تقييم استراتيجيات وبرامج البحث دعما لتنافسية المنظومة الوطنية للبحث العلمي والتجديد التكنولوجي.
2.1 عينة من أهم الانجازات
حرصا على تفعيل هذه السياسات بادرت الإدارة العامة تلقائيا بإرساء جملة من البرامج و المشاريع الهامة ضخت روحا مجددة في قطاع التعليم العالي و البحث العلمي و نخص بالذكر لا الحصر أهم انجازات السنتين الفارطتين:
·       إنشاء لجنة استشرافية في نطاق التعاون التونسي الجزائري تؤسس لمستقبل العلاقات بين البلدين في مجالات التعليم العالي و البحث العلمي لوضع الخطوط الكبرى لبرنامج يكون منطلقا لأعمال الفرق في المجالات المذكورة و يكون لها دور الإشراف و التنسيق و المتابعة لمختلف برامج التعاون  بين البلدين و وضع اللبنة الأولى في صرح فضاء التعليم العالي و البحث العلمي المغاربي،
·   توقيع برنامج تنفيذي للتعاون في مجال التعليم العالي بين الجمهورية التونسية وليبيا استجابة للوضع الراهن في البلدين و تحقيق مزيد التعاون و التبادل العلمي لاسيما على مستوى تقديم المساعدة الفنية و نقل الخبرات للجانب الليبي و استشراف افاق أرحب للشراكة الاستراتيجية في المجالات الراجعة بالنظر إلى الوزارة. و في هذا الاطار و تحسبا لما يمكن أن تعبر عنه ليبيا في تشغيل أطر تونسية مع مزيد تأهيلهم مهاريا، استبقت الإدارة العامة ذلك و اتخذت التدابير اللازمة مع الادارتين العامتين للتعليم العالي و الدراسات التكنولوجية و المتمثلة في احتضان المعاهد العليا للدراسات التكنولوجية مهمة التكوين هذه، على أن توزع الجهود على هذه المؤسسات استنادا إلى مختلف الاختصاصات،
·       توقيع و لأول مرة كذلك اتفاق بين حكومة الجمهورية التونسية وحكومة جمهورية جنوب إفريقيا للتعاون العلمي والتكنولوجي يركز على وضع برامج مشتركة للبحث العلمي خاصة في مجال الدراسات الطبية و بصفة أخص تلك المتصلة بالأمراض الموجودة في بعض البلدان الإفريقية،
·       إرساء و لأول مرة برامج تعاون بحثية مع ألمانيا تدمج ضرورة مؤسسات بحثية و صناعية من البلدين في مجالات بحث ذات أولوية قصوى مثل الطاقات المتجددة،
·       تركيز معهد الفرنكوفونية لهندسة المعرفة و التكوين المفتوح و عن بعدIFIC  بالمعهد الوطني للعلوم التطبيقية و التكنولوجيا بتونس،
·       إبرام اتفاق تعاون بين الحكومة التونسية و المنظمة الأوروبية للبحث النووي في المجال العلمي و التقني في فيزياء الطاقات العالية،
·       اقرار الكونغرس الأمريكي تمويل مشروع تعاون تونسي أمريكي بمبلغ 10 مليون دولار يمكن حوالي 200 طالب تونسي من الدراسة لمدة سنة بالولايات المتحدة الأمريكية خلال السنة الجامعية 2013-2014 . مع العلم أنه تم اقرار هذا المشروع تبعا لمقترحات الادارة العامة للتعاون الدولي بالوزارة من بينها ادراج برامج منح لفائدة الطلبة التونسيين و تركيز تعاون جامعي بين معاهد الدراسات التكنولوجية و نظيراتها في أمريكا و قد تم تقديم هذه المقترحات بمناسبة انعقاد لجنة الشراكة السياسية و الاقتصادية التونسية الأمريكية التي التأمت في سبتمبر 2011 بواشنطن. ترأس اللجنة الاقتصادية المدير العام للتعاون الدولي مع زميله الأمريكي،
·       تمويل بقدر 4 مليون دولار من قبل الحكومة الأمريكية لشراكات بين جامعتين امريكيتين و المعاهد العليا للدراسات التكنولوجية بكل من سيدي بوزيدٍ، مدنين و تطاوين بهدف دعم تشغيلية المعاهد المذكورة. مع العلم أن هذا البرنامج نتيجة لمفاوضات لجنة الشراكة السياسية المذكورة أعلاه،
·       تنظيم الادارة العامة بالوزارة بالاشتراك مع المركز الأمريكي AMIDEAST تظاهرة لوضع خارطة طريق لفترة تتراوح بين 3 الى 5 سنوات  لتوسيع و تعزيز التعاون التونسي الأمريكي قصد تحسين جودة و فاعلية الجامعات التونسية و ارساء بيئة أفضل للعمل و الحركية الاجتماعية بتونس و تم التركيز على ارساء شراكات قوية و مستدامة،
·   انضمام تونس للجنة استخدام الفضاء الخارجي في الأغراض السلمية بمنظمة الأمم المتحدة COPUOS. تمكن هذه العضوية تونس -رغم تأخرها مقارنة بدول الجوار- إرساء تعاون مع أجهزة منظمة الأمم المتحدة المعنية بشؤون الفضاء والمنظمات والوكالات الإقليمية والدولية المتخصصة في هذا الميدان و الدول التي لديها القدرات الفضائية وبرامج لاستكشاف الفضاء الخارجي واستخدامه لدعم تونس ومساعدتها في إرساء برنامج وطني للفضاء و تطوير التكنولوجيات التي تستخدمها في مراقبة الأرض والحصول على تكنولوجيات الفضاء والتطبيقات الأرضية الحديثة لتطوير خدمات الاتصال عبر الأقمار الصناعية وتوسيع مجال تدخلها لتشمل التعليم والتدريب وبناء القدرات والصحة والأمن الغذائي (في هذا النطاق ولتحفيز الباحثين من طلبة و أساتذة و النسيج الصناعي و الخدماتي على العمل في ميادين ذات قيمة تكنولوجية عالية و مردودية اجتماعية أكيدة,  اقترح المدير العام للتعاون الدولي على الوزير مشروع تصميم و انجاز و إطلاق قمر اصطناعي وطني صغير  الحجم "TunisiaSat-1423" ذو كلفة محدودة و لم يحض هذا الاقتراح بأي رد أو متابعة!),
·    مشاركة تونس بانتظام و بفاعلية ممثلة في المدير العام للتعاون الدولي كعضو قار في لجنة قيادة التعاون الأورو متوسطي في العلوم و التكنولوجيا MoCo مع العلم أن هذه اللجنة تولت في الأشهر القليلة الماضية دراسة مجموعة من أدوات العمل و البرامج و المبادرات بالإضافة إلى مصادر تمويل يمكن تعبئتها على مختلف المستويات من أجل دعم التعاون الأورو متوسطي في البحث و التجديد المشترك و تم التركيز على مجموعة من المجالات الاستراتيجيبة مثل الطاقة المتجددة, ازالة تلوث البيئة البحرية في المتوسط, مكافحة الأمراض, الغذاء و الماء. في هذا الاطار تشارك تونس في عدة برامج تعاون أهمها برنامج البحث و التطوير للاتحاد الأوروبي (PCRD) الذي يوفر سنويا حولي 11 مليون أورو كمنح لتمويل هذا التعاون.

هذه الانجازات عينة صغيرة من الأنشطة الهامة التي سعت الإدارة العامة لوضعها و متابعتها على أرض الواقع علما أن العديد من برامج التعاون مع آسيا (مثل اليابان و كوريا الجنوبية و الهند) و منظمات دولية عدة (مثل البنك الدولي و البنك الأوروبي للاستثمار و البنك الإسلامي للتنمية) هي بصدد الانجاز و يتم تمويلها بمبالغ هامة في شكل هبات أو قروض.

و قد نتج عن هذا الزخم من الأنشطة عبئا إداريا تبلغ  ذروته اليومية حوالي 80 مراسلة استوجب من ناحية إعادة توزيع الملفات على المصالح المعنية بطريقة متوازنة و ممنهجة و تطوير العمل الإداري و آلياته من ناحية أخرى ب :
·   إحداث تطبيقة معلوماتية بالتعاون مع جامعة تونس الافتراضية لتطوير العمل المشترك بين الوزارة و الجامعات و مراكز البحث في مجال التعاون الدولي. بالتوازي تمكن هذه التطبيقة من تخفيض استعمال الورق و ترشيد استهلاك الحبر و ربح الوقت في التواصل بين المؤسسات المعنية مع العلم أن هذه التطبيقة قابلة للتطوير لتشمل التواصل السمعي و المرئي بين مختلف المستفيدين بما سيوفر موارد مالية هامة بالضغط على فاتورة الهاتف. كما تواصل  هذه المنظومة مجهود تعصير اليات العمل بالادارة العامة الذي استهل بتعويض السجلات اليدوية بمكتب الضبط بتطبيقة الكترونية.
·   اعداد و توزيع و لأول مرة "دليل الطالب الأجنبي" ( 30 صفحة) يهدف إلى مساعدة الطالب الأجنبي على الالمام بمختلف المواضيع الأساسية التي تيسر له متابعة الدراسة بالجامعات التونسية على أحسن وجه و بالتوازي أعدت مطوية "الدراسات بالخارج في اطار التبادل الطلابي" تحتوي على معلومات حول شروط و اجراءات التسجيل الجامعي و السكن و المنح و الاقامة ببلد الاستقبال, يتم توزيعها على الطلبة التونسيين الموفدين للدراسة بكل من المغرب و الجزائر و السنغال,
·   تأليف كتاب (حولي 300 صفحة) يحوصل أهم أنشطة التعاون بين تونس و بقية دول العالم في مجال التعليم العالي و البحث العلمي و ذلك حرصا على تنمية العلاقات العلمية و الأكاديمية و توثيقها و تطويرها. و قد وقع توزيع هذا المرجع على المديرين العامين بالوزارة و رؤساء الجامعات و المؤسسات الحكومية المعنية بالتعاون الدولي من وزراء و كتاب دولة و مديرين عامين.

بالتالي أنجزت الإدارة العامة عدة برامج تعاون خلال السنوات الأخيرة و خاصة بعد 14 جانفي 2011 تماشيا مع الظرف الوطني الاستثنائي الذي يستوجب إعطاء صورة مشرقة لتونس الثورة و استقطاب الشركاء و البرامج  الأكثر جدوى و تلاؤما مع تحديات المرحلة.

I wanted to reach out to you personally to inform you that I am no
longer heading the General Directorate of International Cooperation at
he Tunisian Ministry of Higher Education and Scientific Research.
While I am sad to leave behind valued colleagues and friends around
the world, I have found the challenges of being the Director General
of International cooperation a deeply rewarding one.

The last four years in general, and the last two post revolution years
in particular have been quite stimulating. Indeed, this on going
critical transition to democracy phase has been a window of
opportunities for Tunisia since most of our partners showed renewed
interest despite the great difficulties and socio political
instabilities. I am happy to report, thanks to your insight and
support, that much has been accomplished in face of these obstacles,
and several novel and mutually beneficial cooperation projects were
launched.

While I hope that you will continue cooperating with Tunisia in
general and the Ministry in particular, I wish you the utmost success
in your projects, and look forward to maintaining contact with you.

To Mr. the Minister of Interior.

Day after day, evidence after evidence, and incident after incident are accumulating and you are doing nothing but accusing occult forces behind all these extremely dangerous events and machinations.

Early on, during your mandate, we saw in you a capable state man. Unfortunately, for you and for Tunisia in particular, we were wrong, and you brilliantly proved to all to be unfit for this mission. Not only that, you continue to insist on your metaphysical hidden hands arguments, mysterious hands working against the will of the state and the people.

Let me remind you that you are the only one with the power and instruments capable of unmasking these occult hands and pursuing them legally, and saving our Free Tunisia from blood shed!

I would love to convince myself and offer you another chance, for that is our nature, but the stakes are high, and the future of a our Nation is dangerously unclear, thus you are summoned to step down! The Free People of Tunisia.

No to a 7th-of-November-like day!

Since the 14th my attitude towards the Troika was wait and see. Nevertheless, I did express some ideas as to our political situation while trying to keep a high dose of optimism; which is still the case if not more. 

However, especially today and as a Free Tunisian, I clearly state my opposition as to making of the 23rd-of-October a national celebration, which God forbids, might become a 7th-of-Nov ember-like national holiday! 

This is not only the same and identical RCD pseudo-politics, but attests also to the political failure of the Troika to deal with the transition, and thus conceive of new and workable solutions.

In addition, this day is the will and deeds of Free Tunisians, and the Troika did nothing as to its planetary success, a success achieved by our martyrs blood -God Bless their souls- and Free Tunisians will.

We shall prevail, and sooner than the Troika planned/is planning! Power to the People.

The constitution to-be

Those elected were democratically assigned by the Free People of Tunisia to conceive and elaborate a constitution aligned and in coherence with the universal claims of the Tunisian revolution that our martyrs (God bless their souls) empowered with their lives and blood. Thus, they weren't given a blank check to decide for the free people of Tunisia! This constitution to be will engage the Tunisian society as well as the region for the coming decades if not centuries. Therefore, our new constitution should be forward looking, taking into consideration the aspiration of our people especially the Tunisian youth, as well as the mega trends of our exponentially mutating world. In addition, it should decouple itself from any discourse that kept our region in the lower segment of the world nations while building on our political diversity and historical assets. We are the grand children of the mighty General Hannibal, the unique and ingenious thinker Ibn Khaldun and the patriotic and inspiring poet Abul Kassim Echabi. Such lineage will NEVER accept anything below its expectations and aspirations! Power to the Free People of Tunisia.
